Here’s some problem that I encounter at Percona XtraDB Cluster installation:

Setup cluster location. In documentation it writen, config location in /etc/percona-xtradb-cluster.conf.d/wsrep.cnf at first node.
In reality, you must save config at /etc/mysql/percona-xtradb-cluster.conf.d/wsrep.cnf
Please Check Your Config & Config Location

After fixed that setup cluster in right location, there was no error in mysql.
Service was running perfectly but you cluster doesn’t work at all.
The real solution, stop mysql service completely, kill all mysql process (because stop service dont make your sql stop, you have to kill it manually)
pkill mysql, then restart mysql bootstrap-pxc service -
Dont forget to check wsrep config, check your location wsrep provider & wsrep cluster address

Check your firewall, open port 3306, 4444, 4567 & 4568, that port needed by Percona XtraDB Cluster to communicate .
